7 Steps to Literacy Equity in the Science of Reading

According to the National Center for Education Statistics, only 35% of fourth graders in the United States read at a proficient level, and the gap between students from different socioeconomic backgrounds, races, ethnicities, and abilities is stark.
This statistic underscores a critical issue in our education system: literacy disparities. Literacy equity is not just a goal; it is essential for ensuring that every student has the opportunity to succeed–not just in school–but in life. For school administrators and leaders, fostering literacy equity is a vital responsibility that can profoundly impact student outcomes and overall community well-being.
Since 2013, 38 states and the District of Columbia have passed legislation mandating evidence-based reading instruction. This legislation requires that reading instruction be grounded in the Science of Reading. The question on everyone’s mind is, will the Science of Reading legislation improve literacy for all students?
At ICS, we embrace the new Science of Reading legislation–and specifically, WI Act 20–as a means to advance equity and high-quality teaching and learning for all students–depending on how we interpret and in turn, implement this legislation.

ICS Regional Partnerships

We’re proud to announce that our equity framework continues to reach beyond Wisconsin’s borders through regional partnerships.

ICS partners with regional service agencies who host the ICS Equity Framework and Process work for districts in their regions that can become revenue generating for the regional agencies.  The regional service agency hosts the Introduction to ICS 3-day Institute to introduce the work to district teams. The regional service agency then hosts the multi-year ICS partnership for interested districts that includes the ICS Part 1, Part 2, and Part 3 Institutes and collaborates with ICS for district ICS coaching.  Regional office staff become internal facilitators of the ICS process. ICS is hosting an institute for CESA7 called “The Why and How of C3 Teams” on August 12, September 24 and October 17, 2024 in Green Bay, WI.

Come to this exciting event to learn about high-quality teaching and learning that benefits all from the originators of Co-Plan to Co-Serve to Co-Learn™ Teams. Throughout the event, teams will have access to custom-designed digital modules to support their learning.

ICS to Be Featured at the 2024 Racial Disproportionality Institute

June 25-26, 2024 | Green Bay, Wisconsin

ICS’s own Nasif Rogers will be speaking at the 2024 Racial Disproportionality Institute: Strategies and Workshops on Addressing Racial Equity in Special Education this week in Green Bay, Wisconsin.

The institute will feature workshops and sessions aimed at addressing racial disproportionality, engaging in root cause analysis, adopting evidence-based improvement strategies and more. A main focus of the institute is for Wisconsin educators to learn and develop strategies to improve outcomes for students of color.

Nasif will be presenting “Integrated Comprehensive Systems for Equity: An Introduction to Disrupting and Solving Disproportionality through Systems Change.”

He will cover how the ICS Equity framework helps empower district and school leaders to enact lasting systems change. In the session, participants will learn about how the ICS approach transcends fragmented equity initiatives and traditional school improvement methods, aiming to foster high-quality teaching and learning opportunities for every student.

The Danger of Simplifying Inclusive Hiring Practices in Education

In the realm of K-12 education, hiring is a crucial process that shapes the educational landscape for the upcoming academic year and years to come. Schools are not just seeking educators but looking for educators who can lead high-quality teaching and learning for all students.

However, given the urgency of filling positions and the prevalent teacher shortage, district and school leaders looking for a quick fix often neglect or over-simplify equitable and inclusive hiring principles.

A genuine commitment to equitable hiring embodies a commitment to equity on a deeper, more systemic level, ensuring that individuals from all backgrounds have equal opportunities to learn,  teach, and lead. But most schools and districts – while well-meaning and conscientious of the historical marginalization and oppression – are still missing these two crucial points:

  • Eliminating inequities begins with ourselves.
  • The system – not the student – is responsible for student failure.

ICS State Education Department Partnerships

ICS is on a mission to end educational disparities and advance high quality teaching and learning for all across entire states by partnering with state education departments.

ICS was proud to partner with the state of Wisconsin Department of Public Instruction to provide an opportunity for districts to apply for state funding to implement the ICS framework and process. ICS developed customized ICS digital modules for participating districts and provided coaching for regional coaches to support the work. As with all our partnerships, ICS provided unlimited support via Zoom and email, to the Wisconsin Department of Public Instruction and participating districts to address questions throughout the partnership.
